Why Remofirst works in the Netherlands
At $199 a month Remofirst is the cheapest published rate on this page by $200, and its pricing score of 4.6 is the highest any ranked provider earns on any parameter. For a company putting one person into Amsterdam and nothing else, the saving against Deel is $4,800 a year.
The trade-off is structural. Remofirst employs through licensed local partner entities rather than its own, and that partner model is what the Wtta admission regime was written to police. Oyster scores 4.6 on compliance and 4.5 on benefits administration, and it is the only B Corp certified provider on this page. What Dutch employment rules mean for your EOR choice
Three things a provider takes on the day your Dutch employee starts, and the one rule that decides whether it may legally do so. The full statutory picture lives on the Netherlands hiring hub. This is the part that changes which provider you sign.
The Dutch obligations your EOR takes on
Loonheffing withholding and the five employer premiums (AWf, Aof, Wko, Zvw and Whk, all capped at €79,409 a year) run through the provider’s Dutch payroll, and every ranked provider handles them. Two obligations differ by provider. Sector pension, where a mandatory fund sets the rate at 10% to 18% and enrolment is the provider’s job. And the 104-week sick pay liability, which sits with whoever signs the contract.
That is where the entity model shows. Rivermate carries both through its own Amsterdam B.V. Remofirst pushes them to its Dutch partner. Pebl assesses CAO and sector fund applicability before drafting the contract, where most providers apply a template and correct later. The other seven have not said which entity carries the obligation.

What an EOR actually adds on top of salary in the Netherlands
Statutory premiums run 17.13% to 23.49% of salary and stop at €79,409, so the effective load falls as pay rises: around 26.5% all-in on €45,000 and nearer 15.4% at €200,000. Holiday allowance adds 8% with no ceiling. On a €60,000 salary that is €10,278 in premiums and €4,800 in holiday allowance before any provider fee.
The provider fee sits on top, $199 to $699 a month plus 21% BTW. At the $449 market midpoint, a €5,000 gross monthly salary comes to about €6,720 a month all-in, or 1.34 times gross. That is the figure the calculator below reproduces.
Two classifications that appear on no pricing page move the invoice by around €6,000 a year on €60,000: the AWf rate (2.74% permanent against 7.74% fixed-term) and the Whk sector (1.52% average against 6.63% for temporary agency work). Remofirst at $199 is cheapest on fee, and a provider registered under agency-work Whk can still cost more in premiums than it saves. Workings are in the Netherlands employer costs guide.
The Dutch rule that most often breaks an EOR arrangement
From 1 January 2027 anyone supplying workers into the Netherlands needs admission from the NAU, with a €100,000 guarantee and a VOG. From 1 January 2028 engaging a supplier that is not on the public register is your breach, not only theirs, with fines up to €90,000 on the hirer. Payrolling and secondment are named explicitly, and the regime reaches foreign companies supplying into the market.
Whether a given EOR model falls inside the Wtta is for that provider’s counsel to say. What you should do is ask, in writing and before signing, whether the provider registered in the transitional window opening 1 November 2026. What an EOR hire in the Netherlands actually costs
Statutory employer premiums add 17.13% on a permanent contract at the small-employer rate, and the two lines foreign employers most often miss are the 8% holiday allowance and sector pension where a fund applies. Change the salary to price your own role.

Every premium stops at €79,409 a year, so the percentage falls as salary rises. The 8% holiday allowance does not stop. Fixed-term contracts pay AWf at 7.74% instead of 2.74%, and a provider classified under temporary agency work pays Whk at 6.63% instead of 1.52%: together up to around €6,000 a year on €60,000. Sector pension, where a fund applies, adds 10% to 18% and is not modelled here.

Is using an Employer of Record legal in the Netherlands?
Yes. Employing through an EOR is lawful, and thousands of Dutch employees work under this arrangement today.
What changes is who may supply labour. The Wtta admission regime takes effect on 1 January 2027, and from 1 January 2028 you may only engage suppliers on a public register held by the NAU. Fines reach €90,000 and apply to you as the hirer as well as to the supplier.

Which is the cheapest EOR in the Netherlands?
Remofirst at $199 per employee per month, the lowest published rate among the ten providers reviewed in full. That is $200 below the next cheapest and $400 below Deel.
Rivermate is the cheapest euro-denominated option at €299, which removes the conversion step on a euro payroll. Native Teams advertises $99, but that is a platform tier rather than a full Dutch EOR rate, and it is listed rather than reviewed in depth here.
Cheapest fee and cheapest invoice are different questions. A provider classified under temporary agency work for Whk purposes can cost more in premiums than it saves on the monthly rate.
How long does it take to hire in the Netherlands through an EOR?
Five to fifteen business days once the candidate has accepted and documents are in. None of the ten providers publishes a Netherlands-specific onboarding figure, so get any timeline quoted on a sales call into the contract.
Registering your own Dutch BV and getting payroll running with the Belastingdienst takes two to three months. That gap is the main argument for an EOR when a candidate holds a competing offer.
A non-EU hire adds two to four weeks for the IND application, which only a recognised sponsor can file. See the hiring timeline above for the full sequence.
Can an EOR hire a non-EU national in the Netherlands?
Only if the provider is registered with the IND as a recognised sponsor. A highly skilled migrant application can only be filed by a sponsor, so a provider without that status cannot make the hire at all, whatever its site says about immigration support.
The 2026 salary floors are €5,942 gross a month at 30 and over, €4,357 under 30, and €3,122 for recent graduates. All exclude the 8% holiday allowance and count fixed cash only, so bonuses do not help you clear the threshold.
From January 2026 sponsors must also retain proof that salaries were actually paid. Payslips alone no longer satisfy the IND. Sponsor status is unconfirmed for all 17 providers on this page.
What notice period and severance apply when terminating a Dutch employee?
Employer notice runs one month under five years of service, two months to ten years, three months to fifteen, and four months beyond, always to the end of a calendar month.
Severance, the transitievergoeding, is one third of a month’s salary per year of service, capped at €102,000 in 2026 or one year’s salary if higher.
There is no at-will dismissal. An employer needs the employee’s written consent, UWV permission, or a court ruling, and a negotiated exit still gives the employee 14 days to withdraw. Ask your provider whether termination handling is in the monthly fee or billed separately.
Will a fixed-term Dutch contract become permanent automatically?
Yes. After three fixed-term contracts, or 36 months of them, the next contract is permanent by operation of law. No signature is required and no notice is given.
The Wet meer zekerheid flexwerkers, passed on 7 July 2026, tightens this from 2028: the gap required before a fresh chain can start rises from six months to 36, so rehiring within three years continues the old chain.
The unemployment premium is 7.74% on a fixed-term contract against 2.74% on a permanent one, a gap set deliberately to make chains expensive. Ask your provider how it tracks renewal dates and what happens if a conversion is missed.
When should I set up my own Dutch BV instead of using an EOR?
Above roughly eight to ten Dutch employees, the per-head EOR fee usually exceeds the cost of running your own BV, and you need one anyway if you want a Dutch trading presence.
Two situations point to an entity regardless of headcount. Where staff sign contracts or hold client-facing authority, permanent establishment risk returns whoever employs them. And if you employ directly, the Wtta register does not apply to you at all.
Below that line, an EOR is faster and cheaper: a BV takes two to three months before payroll runs, against five to fifteen days through a provider. The Netherlands hiring hub compares all three routes, including contractors.

How we ranked EOR providers for Netherlands hiring
Rankings on this page are set by depth of Dutch delivery, not by global rating or by any commercial relationship. Here is what we tested, how each provider was scored, and what we could not verify.
What we tested first: Wtta admission and Dutch entity standing
Two things decide whether a provider can legally place a worker in the Netherlands, and neither appears on a pricing page. The first is whether the provider will hold admission under the Wtta regime, which takes effect in January 2027 and becomes enforceable against hirers in January 2028. The second is which legal entity actually signs the employment contract, because a partner arrangement puts a company you have not assessed between you and your employee.
We asked both questions of every provider on this page. None has yet published an answer to the first, and only Rivermate could be shown from public records to employ through its own Dutch entity. That is a finding about the market rather than a gap in our research, and it is why the same three questions sit at the top of the checklist above.
How we ranked, and why the order does not track the rating column
Providers are ranked on depth of Dutch delivery rather than on global rating. A reader comparing the rank numbers against the ratings will notice Rippling at 4.8 sitting tenth and Papaya at 4.2 sitting seventh, so the basis needs stating plainly.
Rippling’s EOR module launched in 2023 and covers about 50 countries against 185 at Remofirst, making it the narrowest and youngest offering here despite the strongest platform. Papaya ranks higher because its Dutch payroll and reporting depth is what a finance team consolidating statutory contributions actually needs. The same logic places Pebl second on a compliance score of 5 out of 5 rather than on price.
How we scored each provider
Scoring prioritised what changes a Dutch hire rather than what fills a feature grid. Country coverage means depth in the Netherlands, not breadth across a map, so a provider with 185 countries and a partner-served Dutch entity scores below one with 90 owned entities that includes this market. Pricing means what the invoice shows, so deposits, FX spreads, benefits markups and the Whk and AWf classifications count alongside the headline fee.
Platform covers whether Dutch payroll, contracts and leave run in one place or across several. Support means whether a named person answers during a UWV termination or a 104-week sick pay case, not whether a chat widget exists. Compliance means loonheffing withholding, the five statutory premiums, holiday allowance and sector pension enrolment handled as process rather than escalation.
Global scores come from each provider’s EmployerRecords profile. Where a profile carries no rating block, the score is our own assessment and the card says so. Netherlands scores are editorial throughout and derived from country-specific evidence.
Why seven providers are listed rather than reviewed in full
A provider earns a full card when there is enough verified material to fill one honestly: a published rating with a usable review count, a documented entity position or a documented reason it cannot be confirmed, and enough Dutch-specific substance to carry a description and a set of strengths and confirms. Borderless AI, RemotePeople and Native Teams fell below the line on review base. Safeguard Global, Agility EOR and G-P’s quote-only peers fell below it on pricing transparency. Atlas HXM and Justworks fell below it on Dutch-specific evidence. All seven appear in the 11 to 17 list with the same fields as the ten above.
What kept providers out of the top ranking
Price transparency, mostly. Pebl publishes $399 while independent sales-cycle research puts the real base near $660, and it requires a deposit of 10% to 30% of gross annual salary. Oyster requires roughly one month of total employment cost as a deposit and applies an unpublished FX spread. G-P publishes no rate at all and scores 3.9 on its own value parameter. Rivermate has the strongest Dutch entity position on the page but the thinnest evidence base of the ranked ten.
What we could not fully verify
Wtta admission intent for all 17 providers. Netherlands entity ownership for eight of the ten carded providers, with Rivermate confirmed as a Dutch B.V. and Remote confirmed as running an owned-entity model without a named Dutch entity. Netherlands-specific onboarding times for all ten. IND recognised sponsor status for all 17. Rippling’s reported Dutch entity comes from third-party analysis rather than its own documentation. All of these are marked Confirm rather than filled with estimates.
